SOLUTION: A vehicle speed detector 4 is a vehicle speed sensor prepared for outputs from a transmission and a speed meter of a vehicle. A contact input 20 detects the vehicle speed information from the vehicle speed detector 4. A peripheral device connection 15 controls an external peripheral device 7. A system file storage medium 17 stores a program such as an application software, etc. An acquired information storage medium 16 stores data such as the acquired vehicle speed information, etc. A central processing part 13 controls an internal process such as external control for each input and output interface, power supply management, etc., in accordance with a command of the installed application software.
