Zusammenfassung:	PROBLEM TO BE SOLVED: To form a heat insulating film of a heat insulating material constituted of a polymer material on the surface of hot water in a water tank, to suppress heat dissipation from the surface of hot water by the film coming into close contact with the water tank and the bodily surface of an object of medical treatment without leaving any opening and also to prevent release of steam so as to ensure visibility. SOLUTION: The water tank 1 storing hot water, a heating device 14 keeping the hot water in the water tank at a prescribed temperature and the heat insulating material made to float on the surface of the hot water in the water tank, are provided. The heat insulating material is constituted of the polymer material of wax series being lighter in specific gravity than water and having a melting point in the vicinity of the prescribed temperature and forms the heat insulating film 16 on the surface of the hot water.
