PROBLEM TO BE SOLVED: To provide a credit management system, a credit management method and a program for it, capable of performing credit management with higher level of accuracy. SOLUTION: A qualitative information database 23a stores qualitative information which is information to which a designated evaluation rank is given concerning an evaluation item for qualitatively evaluating the credit of a connection in relation to a connection code for specifying the connection. An evaluation numerical expression processing part 24 numerically expresses the connection evaluation value of the connection by numerically expressing the evaluation rank with reference to the qualitative information of the connection from the qualitative information database 23a. An evaluation rank determining processing part 26 determines the connection evaluating rank to the connection on the basis of the connection evaluation value numerically expressed by the evaluation numerical expression processing part 24.
