Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a program step measuring method capable of accurately seizing productivity by eliminating a problem of being unable to distinguish between a program by a copy and the automatic formation of the other program and a program newly coded by a designer in the source program of a software system. SOLUTION: When measuring the step number of source program, making time with every step is measured, and is compared with a prescribed reference time to discriminate whether a step is a key input step or a copy step, and the number of respective steps is counted.
