SOLUTION: A control weight coefficient #1i(j) as a design parameter of GPC (generalized estimate control) is determined by a determining means 5 on the basis of a robust stabilizing condition by using a nominal model and a perturbative model of the controlled object, and a PID control parameter is calculated by a PID control parameter calculating means 4 in accordance with a calculation formula on the basis of the relationship with GPC to be set in a PID control means 3.
