An outside wall is constructed of a concrete panel having a high specific heat for increasing heat capacity. A releasing means releasing heat received by air inside the room if the room temperature is increased is arranged in the upper part of the room. When the room temperature is increased, heat received by the air inside the room is released by the releasing means, so that a predetermined high temperature limit within the room temperature range can be maintained.
