Zusammenfassung:PROBLEM TO BE SOLVED: To improve followability to relative displacement in the axial and orthogonal directions and facilitate replacement in case of breakage or the like while ensuring water-cut-off capability between concrete open conduit blocks. SOLUTION: Fixing grooves 1b, 1b are formed which are peripherally continuous to an inner periphery on the deeper side than the axial end faces of the open conduit blocks on both sides. Anchors 4a, 4a fixed on the fixed grooves 1b, 1b are formed on the back surface side of both sides of a cut-off rubber 4 in the cross direction. A larger width than a distance between both of the fixed grooves 1b, 1b of the open conduit blocks 1, 1 adjacent to the cut-off rubber 4 is given to loosen the middle part of the cut-off rubber 4 in the cross direction between the adjacent open conduit blocks 1, 1.
