SOLUTION: The waste plastics and the waste oils are mixed and the slurry- like mixture thereof is fed to an auxiliary fuel burner 30 inserted into the center of a main fuel (pulverized coal) burner 10 of a rotary kiln 1 and is blown off to burn into the rotary kiln 1 from an auxiliary fuel blowoff port 31 of the burner 30.
