Zusammenfassung: | PROBLEM TO BE SOLVED: To solve the problem that various information transmission and reception is broken off due to the interruption of buildings, topography or the like if various information is transmitted and received wile moving because the angle of elevation of a satellite is as low as about 45° in the case that there is a method for using a synchronous orbit satellite that synchronizes with the rotation of the earth to go around on a high orbit, for example, a geostationary satellite as a method for transmitting and receiving the various information between a moving object and a satellite. SOLUTION: The various information transmission and reception are not interrupted by the buildings, the topography or the like by using several quasi- zenith satellites located at higher elevation angles than that of a synchronous satellite, etc. Since a quasi-zenith satellite has a high elevation angle and is always located up, the quasi-zenith satellite does not have to worry about a satellite direction, which is different from the manner that the synchronous satellite is used.
