Zusammenfassung:PROBLEM TO BE SOLVED: To quickly and accurately create, confirm and alter the working processes of maintenance work for a plant such as a nuclear power plant according to safety regulations. SOLUTION: A program executing part 11 includes a mode plan setting part 111 for setting the planned start and end times of each mode upon receiving inputs from a user; a working plan setting part 113 for setting the planned work start and end times of each equipment upon receiving inputs from the user; and a plan determining part 121 which, according to the planned start and end times of each mode, the planned work start and end times, and equipment requirement information stored in an equipment requirement information storage part 135, determines whether or not a planned working period from the planned work start time to the planned work end time for each equipment constituting the plant overlaps with a period during which the equipment is required to be operable.
