SOLUTION: A rust layer containing, by mass, 0.00010-0.10% C, 0.0010-1.0% Si, 0.0010-2.0% Mn, 0.00010-0.1% Cr, 0.0010-2.0% Cu, 0.0010-2.0% Ni, and 0.00010-0.1% Ti is formed on the steel for electric corrosion protection, and when the rust layer is analyzed by an X-ray diffraction method, 5-50% CaCO3and ≥20% of the total of α-FeOOH and amorphous composition are contained in the rust layer.
