COMMUNICATION SERVICE CONTROL APPARATUS, COMMUNICATION SERVICE SYSTEM, AND METHOD

PROBLEM TO BE SOLVED: To make inexpensive the call charge between a transmitter and a subscriber who have made contract with a plurality of communication carriers. SOLUTION: The communication service control apparatus comprises a subscriber information-storing means 12 for storing communication carrier information for discriminating a plurality of communication carriers with which subscribers (22, 32, 42 and 52) have made contract and the connection number of the subscribers for each of the communication carriers, a communication charge information-storing means 13 for storing the first communication charge information for expressing the communication charge for each of the plurality of communication carriers, and a call control means 14 for selecting a communication carrier that can provide a communication at the most inexpensive communication charge between the transmitter and the subscribers and performs a process for connecting the transmitter to the subscribers via the line of the selected communication carrier based on the information on the communication carrier which the transmitter utilizes, the information being obtained by the connection to the transmitters (21, 31, 41 and 51), communication carrier information stored in the subscriber information storage means 12, and the first communication charge information stored in the communication charge information-storing means 13.
