Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a method for surely downloading purchased contents after purchasing the paid contents. SOLUTION: Upon the receipt of a charging result using a card residual amount for a parameter from contents server 2, a public information terminal 11 transmits a download execution start notice to a gate control server 12. The gate control server 12 temporarily stops measuring a packet flow by its flow measurement section 121. When receiving a download execution end notice transmitted from the public Internet terminal 11 in response to contents downloading, the gate control server 12 allows the flow measurement section 121 to restart the measurement of the packet flow having been temporarily stopped.
