Zusammenfassung:PROBLEM TO BE SOLVED: To settle not only the charging for an Internet connection and communication fee but also the charging for the purchase of a content by means of a prepaid card. SOLUTION: When an end user inserts an IC card 16 into an IC card R/W 112 of a public Internet terminal 11 to start the Internet connection service, the service start request is informed to a gate control server 12, the measurement of service time is started, and the charging request is transmitted to a charge processing server 3. The charge processing server 3 subtracts the communication fee unit price from the prepaid amount of money DB 31, and transmits a result of charging to a gate control server 12. When the content is purchased, the content purchase instruction is transmitted to a content server 2 from the public Internet terminal 11, the content server 2 transmits the charging request to the charge processing server 3, and the charge processing server 3 similarly performs the charge processing, and transmits a result of charging to the content server 2.
