Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a management system of an information processing device capable of allowing a side renting the information processing device such as a hosting service device to freely register a program to be used, and to use the same without lowering the guarantee of safety of the system, and to provide its management method and a management program. SOLUTION: This hosting service device as the information processing device operating a service program to provide the service to a user, comprises a means for monitoring whether the hosting service device is used over the predetermined budget or not on the basis of information on the determination of budget, and limiting the usage when the device is used over the budge, and the change of the registration of the service program, and the budget relating to the service program are automatically managed to limit the accessing on the basis of the information on the determination of budget.
