Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a fiber treating agent easily treating biodegradable fibers in an aqueous system, able to promote or retard degradation of the biodegradable fibers without imparting adverse effects to the environment. SOLUTION: In this fiber treating agent comprising an emulsion of a biodegradable resin and capable of treating the biodegradable fibers in the aqueous system, the emulsion of the biodegradable resin comprises a polyester based biodegradable resin emulsified by an emulsifier, the carboxylic acid in the resin is neutralized by an alkaline material, and the biodegradation of the fibers is promoted or retarded by covering a part or whole of the surface of the biodegradable fibers with the biodegradable resin in the resin emulsion.
