Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a material for treating a toxic substance effectively inactivating the toxic substance by reducing steric hindrance of a holding substance. SOLUTION: A substrate 23 formed out of titanium dioxide inactivates the specific toxic substance such as a virus, a bacterium and a toxin of which there is the possibility of inclusion in the blood or the like by a photocatalytic function. An antigen-recognizing site 17 having specificity for holding only the toxic substance is positioned at one terminal part of a holding material 26. The other terminal part of the holding material 26 is bound to the surface of the substrate 23 so as to direct the antigen-recognizing site to a constant direction. The steric hindrance caused by the antigen-recognizing site 17 to the surface of the substrate 23 is reduced thereby. As a result, the toxic substance can be efficiently inactivated at the antigen-recognizing site 17 without damaging the activity by the antigen-recognizing site 17.
