SOLUTION: This method comprises a process for setting an error factor for deciding the practical use risk of the recycle technology, a process for selecting the probability distribution of the practical use risk which is not less than 2 standards for each error factor, a process for setting an inhibition factor occurrence frequency of the occurrence of any inhibition in the practical use of the technology according to the selected probability distribution, a process for setting the level of influence affecting the practical use risk for each error factor, and a process for evaluating the practical use risk of the technology from the inhibition factor occurrence frequency and influence level for each error factor.
