SOLUTION: A vent layer 5 is faced and provided to the surface on the outdoor side of the expanding thermal insulating material 4, and a vapor permeable hole 8 connecting the vent layer 5 to the indoor side is provided to the inside of the expanding thermal insulating material 4. The vapor permeable hole 8 can be covered with a sheet-like vapor permeable waterproofing membrane 9.
