Zusammenfassung:PROBLEM TO BE SOLVED: To provide a packer for a pipeline in which a defect on a rubber plug is easily found, and when the rubber plug has the defect, it is repaired readily for reuse. SOLUTION: Both end parts in an axial direction of the cylindrical rubber plug 5 are respectively fastened by a one touch type stainless band 25, and fixed so as to be tightly sealed on an outer circumferential surface of a mounting cylinder part 15. The rubber plug 5 comprises an outer surface rubber layer 49, a reinforcing fiber layer 53, and an inner surface rubber layer 51. The outer surface rubber layer 49 is formed of a first rubber layer part 55 on an outer side, and a second rubber layer part 57 on an inner side of the first rubber layer part 55. The first rubber layer part 55 is made black, and the second rubber layer part 57 is made white.
