Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a method for efficiently removing hard-to-decompose organic substances such as dioxins and surfactants in waste water at a low cost. SOLUTION: In the method for treating hard-to-decompose organic substances, solid matter are removed from the waste water 1 by filtration and then brought into contact with a nickel peroxide catalyst 4 in the coexistence of an oxidizing agent 5 such as hypochlorous acid to make the hard-to-decompose organic substances harmless.
