Zusammenfassung:PROBLEM TO BE SOLVED: To provide an apparatus for generating hydrogen with which safety operations are practicable, while preventing release of unburned gas into the atmosphere and abnormal temperature rising in a combustor. SOLUTION: The apparatus for generating hydrogen having a PSA (pressure swing adsorption separator) to separate and purify hydrogen from a reformed gas is equipped with a supplying line of PSA residual gas to the combustor 6 which has a gas flow regulating valve 22 and a gas change-over valve 24 and is equipped with a releasing line 20 of the unburned gas to bypass a part of the residual gas to be supplied to the combustor 6 from the gas change-over valve 24 to introduce into a flare stack 21, and an exhaust gas supplying line 12 of the combustor, which connects the combustor 6 to a cooler 7 for the exhaust gas, has a temperature sensor 32 to detect an outlet gas temperature of the combustor and a gas analyzer 34 to analyze the unburned gas in the outlet gas and is equipped with a control unit 40 to output control signals to prevent release of the unburned gas into the atmosphere and abnormal temperature rising in the combustor 6 to the gas flow regulating valve 22 and the gas change-over valve 24 based on measured values with the temperature sensor and the gas analyzer.
