Zusammenfassung:	PROBLEM TO BE SOLVED: To solve the problem that a tunnel furnace for heating a base material in an entire atmosphere in a baking furnace is used conventionally, and investment in facilities and running cost are expensive, and thus cost is substantially higher than a manual wound heater of a nichrome wire and a punching heater formed by punching a stainless foil which are mainly used at present. SOLUTION: This surface shaped heating element and electric water heater of low cost in the outcome, which reduces the investment in facilities and the running cost as compared with the conventional tunnel furnace, are provided by laminating a first insulating layer 2, a heating layer 3, and a second insulating layer 4 in this order on a surface of a metal base material 1 and baking by induction heating by heating the metal base material 1 which can be heated by induction heating directly or indirectly by induction heating.
