Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a device, method, and program for downloading video by which an effective transmission rate can be brought closer to a target transmission rate without adjusting the effective transmission rate between the transmitting side and receiving side. SOLUTION: The device is provided with a data downloading means 11 which downloads video/audio data at prescribed time intervals and a detecting means 12. The means 12 detects a delay in transmitting time based on the actual transmitting intervals of the video/audio data. When the detecting means 12 detects the delay, a rate control means 13 raises the transmission rate in accordance with the detected delay.
