Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a binder for a paving material excellent in rapid curability which reduces the possibility of deformation, abrasion and damage on a pavement surface accompanied with the passage of vehicles over a long period of time or the like and which can significantly shorten an execution time for leveling, and to provide a paving material using the binder. SOLUTION: The binder excellent in rapid curability, the paving material and a method for producing the pavement surface using the binder are disclosed. The binder contains an epoxy resin and a phenolic hydrocarbon oligomer and/or the hydrazines represented by formula (II): R4 R5 NNH2 .
