SOLUTION: A computer 11 used by the plant-installed business site 10 of a purchaser which recycles waste oil as a part of the fuel for an electric power plant and a computer 21 which transmits the information on a necessary condition for supplying the supply-targeted waste oil to the computer 11 via the Internet N when the request for supplying the purchaser with the waste oil produced in a factory 20 is made are provided. The computer 11 receives the information on the supply condition from the computer 21 via the Internet N and sends back the information on a condition for receiving the waste oil, which is decided in accordance with the electric power plant based on the information on the supply condition via the Internet N.
