Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a magnetic recording medium which uses a plastic substrate as a nonmagnetic substrate and a method for manufacturing the medium having excellent characteristics without producing blisters in films even when the medium is used in severe environment, and to provide a magnetic recording device which uses the above magnetic recording medium. SOLUTION: An adhesive layer having affinity in the chemical structure with the plastic substrate is formed on the surface of the plastic substrate, and then a base layer and other layers are deposited on the adhesive layer. A polymerized carbon film is used as the adhesive layer.
