Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a manufacturing method for a radiation image conversion panel, giving high sensitivity and radiation image of high image quality. SOLUTION: After forming a layer, consisting of a ground substance of phosphor by gas-phase deposition, dispersion liquid or solution containing an activator agent composition of phosphor is spread over the phosphor ground layer. Then, by thermally treating the phosphor ground layer, the activator agent composition is penetrated and diffused in the phosphor ground layer; and then by thermally treating the phosphor ground layer, a phosphor layer is formed.
