SOLUTION: When a detection part 14 detects that the rate of temperature rise of the secondary battery 11 is a threshold preliminarily set or higher, it is outputted to a count part 20, a timer starting part 15 and a charge control part 17. The count part 20 counts the number detected by the detection part 14, and outputs it to a full-charge discriminating part 21. The full-charge discriminating part 21 decides that the secondary battery 11 is at full charge when the counted value of the count part 20 reaches a predetermined value preset, and outputs it to a full-charge reporting part 22. With such an arrangement, false detection of full charge due to temperature rise by the influence of the ambient temperature can be avoided, since full charge of the secondary battery is decided only when the rate of temperature rise exceeds a threshold by a predetermined number of times. |
