Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a dispersion liquid of rust preventive pigment excluding chromium or lead, which is satisfactory in all aspects such as a dispersion level, dispersion stability, and viscosity of the dispersion liquid, and to provide a manufacturing method therefor and a composition including the same. SOLUTION: This method for manufacturing the dispersion liquid, in which the rust preventive pigment excluding chromium or lead forms dispersed fine particles in high concentration, is characterized by blending the pigment into a medium of water or solvent, then adding an dispersing agent, and levigating them into dispersed particles of a particular diameter range.
