PROBLEM TO BE SOLVED: To provide a coating device and a coating method for suppressing the increase of water content in coating liquid, also, uniformly forming a coating film, and to provide a method for manufacturing an electrophotographic photoreceptor free from uneven density due to repelling and stagnation of water. SOLUTION: The coating device for forming the coating film by pulling up a cylindrical substrate 1 after immersing the cylindrical substrate 1 into a coating tank 2, is provided with a circulating path for making the coating liquid circulate wherein a coating liquid tank 5 which is connected to the coating tank for immersing the cylindrical substrate and a return tube 3 so as to store the coating liquid overflowing from the coating tank, and a filter 7 for filtering the coating liquid transmitted from the coating liquid tank through a liquid feeding pump A6, and in addition to the circulating path, the device is provided with a liquid drawoff pump 8 for drawing the coating liquid out of the coating tank, a sub tank 10 for temporarily storing the drawn coating liquid and also storing water adsorption agent for removing the water content in the coating liquid, a filter for filtering the coating liquid from the sub tank and a liquid feeding pump B11 for feeding the liquid to the coating liquid tank.
