Zusammenfassung:PROBLEM TO BE SOLVED: To provide a more complete random number generator and a probability generator which have a small circuit scale and are made small-sized and thin to be suitably mounted on an LSI and are superior in productivity and can be inexpensively manufactured and have uniformity but don't have regularity, correlation, neither periodicity. SOLUTION: In the random number generator 10 which automatically adjusts phases of two input signals inputted to a flip flop to keep the appearance rate of '1' or '0' fixed in the flip flop output, a jitter generation circuit 4 consisting of a noise generation source, an amplification circuit which amplifies the noise, and a mixer circuit which takes the amplified noise signal and the input signals as the input to generate jitter in the input signal, is added to an input signal line of the flip flop 1. By this constitution, jitter is brought about in the input signals to extend the range of unsettled operation of the flip flop 1. Thus more complete natural random numbers which have uniformity but don't have regularity, correlation, neither periodicity are easily generated.
