Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an OVD(optical variable device) seal which is effective to prevent illegal action by re-sticking in such a manner that even when illegal action is tried by releasing the pressure sensitive adhesive of the seal by using a commercially available removing agent for labels, re-sticking of the seal accompanied by the action can be prevented and a method for manufacturing the seal. SOLUTION: The seal has at least two layers of an OVD layer and an adhesive layer in this order on a supporting body made of a polymer resin material. A part of the adhesive layer or the whole layer is formed from a hardening resin. The seal features that a resin to be hardened by irradiation of electron beams is used for the adhesive layer, that OVD layer is hardly removed from the supporting body, that an easily removable part and a hardly removable are both formed between the supporting body and the OVD layer, or that an easily removable part and a hardly removable part are formed between the OVD layer and the adhesive layer.
