Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a sediment disaster prediction system and predicting method, capable of surely predicting the occurrence of a sediment disaster and reducing the load of work contents. SOLUTION: This system comprises a mountain-monitoring television camera 20, and an image processing means 22 for performing a prescribed image processing, on the basis of the image signal from the television camera 20. The image processing means 22 is constituted, so as to receive the image signal from the television camera 20 and capture changes in luminance of the moved part to the non-moving part of the mountain to detect the occurrence of a fall.
