Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a method to continuously and effectively prevent and suppress production of sludge in the process of waste water treatment or in stagnating water in a discharge pool. SOLUTION: Production of sludge is prevented and suppressed by bringing a polyniline having higher specific gravity than water into contact with water or dispersing or suspending the polyaniline in water in such places that sludge is easily produced in the process of treating waste water from household, public or industrial facilities, agricultural or livestock industries, or the like, or in stagnating water, discharge downstream water from the process, stagnating water in pools, or the like.
