PROBLEM TO BE SOLVED: To realize a monitoring device in which monitoring of loading comple tion to FPGA(field programmable gate array) is intensified. SOLUTION: In the monitoring device to monitor completion of loading of a program to the FPGA, to initialize an external device before completion of the loading and to release initialization when the loading is completed, it is characterized that the device has a clock generator to input a clock in the FPGA, an output restricting means that does not output a clock inputted form the clock generator from the FPGA before the completion of loading and outputs the clock from the FPGA when the loading is completed and a monitoring circuit to initialize an external device when the FPGA outputs no clock and to release the initialization when the FPGA outputs the clock.
