Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a meter monitoring system capable of easily monitoring resources without changing internal facilities in an existing building. SOLUTION: A meter 1 is photographed by a camera 2, and its image is loaded on a personal computer 5 for image processing at predetermined time intervals. In the personal computer 5 for image processing, dividing process is performed with the latest image and the last image, the adding process of the picture element values is performed in the longitudinal direction and the lateral direction on the image as a result of the division, and whether the image is changed or not is judged on the basis of the distribution of the values of the result of additions. When the change is found, a process for determining a value of the meter is performed by using the latest image. The result of the judgment and the determined values of the meter are transmitted to a monitoring central computer 6 through a communication network 10 to be centralized and controlled.
