PROBLEM TO BE SOLVED: To provide a method for acquiring utilization information in near real time where dividing a utilization information record of one session into a plurality of partial utilization information records can acquire a service utilizing state just before even on the way of the session. SOLUTION: A mediation device 13 receiving a utilization information record of one session from a charging object service system 11 assigns a time division by 5 seconds each to the record sequentially from a session start notice signal SS, divides the record into a plurality of partial utilization information records R1, R2, R3,..., R8 comprising 5 seconds each corresponding to each time division, sequentially outputs them. The mediation device 13 transmits a plurality of the partial utilization information record divisions R1, R2, R3,..., R8 sequentially to a charging software program, where charging processing is conducted.
