PROBLEM TO BE SOLVED: To obtain an information recording and reproducing device which is provided with a data reproducing part capable of coping with the latch up of a slice level. SOLUTION: The data reproducing part of this information recording and reproducing device is provided with a slice level preparing circuit 11 preparing an optimized reference level in the VFO period of an information signal, a binary signal preparing circuit preparing a binary signal by slicing the information signal with a slice level in which a correction value is added to the reference level, a slice level correcting circuit 13 generating the correction value based on the binary signal to be outputted from this circuit and a means which detects the cycle of the binary signal and which is for resetting the correction value of the slice level setting the correction value to an arbitrary fixed level when the detected cycle exceeds a predetermined value.
