Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a method by which a matter polluted with a chemical substance or an underground polluted region, especially, soil, a bottom material, sludge, ground water or the like polluted with an organochlorine compound can be efficiently cleaned in a short period of time at a low cost by a reduced quantity of energy. SOLUTION: A persulfate is added to the matter polluted with chemical substance as an oxidizing agent. Alternatively, the persulfate 60 is added to the underground polluted region X or ground water W present in the vicinity thereof. Alternatively, the persulfate is added to the underground polluted region or ground water pumped up from the vicinity thereof and the water to which the persulfate is added is again injected in the underground polluted region or in the vicinity thereof.
