PROBLEM TO BE SOLVED: To provide a video data generator capable of generating video data, on which a plurality of videos are multiplexed, so that the quality of principal video can not be lowered in the case of reproducing. SOLUTION: In a detection part 1D, concerning each of main video data and subordinate video data to be multiplexed, a feature amount showing a calculation quantity required for decoding video data is obtained and in a control part 1C, it is investigated whether the total sum thereof is less than a reference value or not. When the total sum is not less than the reference value, in a conversion part 1E, conversion such as reduction of video resolution, reduction in the number of video frames per unit time or reduction in one part of video is applied so that the total sum of the main video data and subordinate video data can not become less than the reference value. Then, the main video data and the subordinate video data are encoded in an encoding part 1F and multiplexed as video object in a multiplexing part 1G.
