SOLUTION: A digital broadcasting limited receiver is provided with two kinds of descramblers, while an enciphering function is attached to one descrambler, and with a decision controlling part for controlling the selection of the two kinds of descramblers and the processing of a decoding part in accordance with the existence/non-existence of enciphering.
