DISTRIBUTED ACCESS CONTROL SYSTEM, DISTRIBUTED ACCESS CONTROL METHOD, PORTABLE ELECTRONIC UNIT TERMINAL AND LOAD BALANCER DEVICE

PROBLEM TO BE SOLVED: To provide a distributed access control system and method, by which loads can efficiently be distributed and reduced and the reliability of the system can be increased, and to provide a portable electronic unit terminal and a load balancer device. SOLUTION: The distributed access control system controls communication on a network. The system is provided with a means receiving the issue request of access right for accessing the specified load balancer device on the network from the portable electronic unit terminal through the network and an access right issuing means issuing access right which is requested to be issued to the portable electronic unit terminal through the network. The load balancer device distributes accesses from the portable electronic unit terminal to one of the servers in a server group constituted of a plurality of the servers.
