Zusammenfassung:PROBLEM TO BE SOLVED: To provide a charging and discharging circuit that excludes deteriorated batteries from the circuit, or equalizes voltage using simple configuration, without interrupting charging and discharging in the circuit of a group of batteries that are connected in series. SOLUTION: The charging and discharging circuit copes with the the deteriorated batteries included in batteries B1 to Bn connected in series, performs charging and discharging by bypassing the deteriorated batteries from a group of normal batteries, and allows the deteriorated batteries to return to the group of normal batteries by setting the voltage of the deteriorated batteries to the same voltage as the normal battery. A series of bypass operation in charging and discharging is repeated with respect to newly generated voltage unbalance.
