Zusammenfassung:	PROBLEM TO BE SOLVED: To efficiently number a unique ID for an unwritten ID card. SOLUTION: An ID card issuing system comprises an ID managing server 10, and a plurality of card issuing units 20 for encasing consecutive IDs each having an encoder 21 and a packaging unit 22 in an ascending order. The server 10 has a preliminary ID numbering function A for numbering preliminary IDs at each card issuing unit 20. The card issuing unit 20 has an ID supplementing requesting function B for requesting the IDs of the number missing for a predetermined number of issuing IDs. The server 10 also has an issuing result editing function C for changing the issued result from a good card handling to a fault card handling at each case or each ID card, and an ID supplementing function D for numbering the ID without duplicating for the unit 20 when the function B of the unit 20 requests the ID supplementing.
