Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a river flood anticipating system capable of anticipating a flood by monitoring a river upstream area, and capable of taking an effective flood countermeasure in a river downstream area. SOLUTION: An imaging device 1 is arranged at a site station A of an upstream point of a river for picking up an image of the river of at least two scenes. A communication device 2 is arranged at a relay station B for transferring the picked-up image to a minitoring station C. A water level and a flow speed at the upstream point of the river are detected by a computer 39 from the river image transferred to the minitoring station C. A flood of a downstream point of the river is anticipated on the basis of the detected water level and flow speed.
