PROBLEM TO BE SOLVED: To provide an information recorder where management of the recording area of the recording medium is easy even if a plurality of recording modes exist. SOLUTION: A recording area allocation part 3 divides the recording area of a recording medium 50 into separate areas which are to be used by respective recording modes and assigns them in advance. An area control table 4 is also divided to separate areas which store the recording states of respective recording areas of the recording medium assigned to a plurality of recording modes. Hence, even when the video information recording and reproducing device has a plurality of recording modes, each of the divided recording area is used only for a single recording mode. Since the area control table 4 is divided into the table areas which store the recording states of the respective recording areas, each table area can be regarded as if the area has only one recording mode, and the recording area of the recording medium 50 can be managed easily without depending on the number of the recording modes.
