Zusammenfassung:PROBLEM TO BE SOLVED: To provide a flow rate measuring device and a gas meter capable of positively and swiftly inspecting a flow rate measuring function in a minute flow rate range or a low flow rate range such as in delivery inspection or in confirmation of an existence of a minute flow rate. SOLUTION: In an inspection mode, an electric signal is transformed into a pulse with high frequency per unit time by a transformation rate different to a predetermined transformation rate of an observation mode, and a function of outputting the pulse is provided in a flow rate value integrating part 20. A control part 40 selectively switches between a setting of transforming the electric signal into a pulse by the predetermined transformation rate in the observation mode and a setting of transforming the electric signal into a pulse by the transformation rate different from that of the inspection mode in the inspection. In the inspection mode, time needed for an output of the pulse in the inspection mode is shortened to, for example, 1/10 or 1/100.
