Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a heavy metal elution suppressant that can suppress the elution of a heavy metal such as Cr6+ even from e.g. wastes containing various heavy metals including Cr6+. SOLUTION: The heavy metal elution suppressant is one produced in a reducing atmosphere at 1,000 deg.C or above, mainly consisting of as chemical components CaO, Al2O3, and R2O (an alkali metal oxide), and containing a reducing substance. It is desirable that this suppressant contains 10-80 wt.% CaO, 20-90 wt.% Al2O3, and 2-30 wt.% R2O as expressed when the total of the three components CaO, Al2O3, and R2O is 100 wt.%.
