SOLUTION: This device is provided with a deciding mechanism for deciding the mean buffer fill of a packet buffer, and the mean buffer fill maintains the mean filling state of the buffer. This device is provided with a mechanism for calculating a drop probability associated with a packet, and this disposal probability is set as any probability that the packet is dropped from the buffer. This device is provided with a mechanism for generating a random number, and when the drop probability is larger than the random number, the packet is dropped from an element. This device is provided with a step for receiving the packet by the element having the buffer and a step for determining whether the mean buffer fill of the buffer in which a packet h is stored is larger than a minimum threshold and smaller than a maximum threshold. Then, this device is provided with a step for calculating the drop probability related with the packet being any probability that the packet is dropped from the element and a step for comparing the drop probability with the random number, and when the drop probability is greater than the random number, the packet is dropped from the element. |
